- Having regard to Article 116 of its Rules of Procedure, A. whereas
homelessness was considered a priority by the Council for Employment, Social Policy, Health and Consumer Affairs (EPSCO) in 2005, and that it is a priority within the framework of the 'active inclusion' of the EU strategy for social protection and integration,
B. whereas access to decent housing is a fundamental human rights and that the 'Access to housing is often the first step towards decent and sustainable housing solutions for people living in extreme poverty and marginalization,
C. Whereas every winter people die of cold in the European Union because of the lack of emergency shelter and services to meet their needs are not sufficient,
D. whereas the homeless on the streets are the most visible form of the problem, which can be addressed within a wider global strategy,
E. Whereas, the Parliament has twice requested urgent action to tackle the problem of homelessness
,
1. invites the Council to work at European level to put an end to homelessness by 2015,
2. Calls on the Commission to develop a European framework definition for the homeless, gather comparable and reliable statistical data, and provide annual updates on action taken and progress made in Member States towards ending homelessness,
3. Recommends Member States to winter emergency plans as part of a wider strategy to tackle homelessness,
4. Instructs its President to forward this declaration, together with the names of the signatories , the Council and the governments and parliaments of the Member States.
